OSHA 30 Construction vs OSHA 30 General Industry: Choosing Correctly

A warehouse supervisor in Jebel Ali booked OSHA 30 Construction because a colleague recommended it. He spent thirty hours studying excavations, scaffolds and steel erection, and none of it covered the lockout and tagout, machine guarding or hazard communication that his actual job runs on. He passed, he holds a valid card, and it evidences almost nothing relevant to his workplace. This is the single most common purchasing error in the OSHA outreach market. At Ahlan Safety Training Centre we correct it several times a month, and the fix takes one question.

The One Question That Decides It

Forget job titles. Ask what regulation would cover the work if it happened in the United States.

Construction, alteration, repair and demolition work falls under 29 CFR 1926. Everything else, meaning manufacturing, warehousing, healthcare, facilities management and oil and gas operations, falls under 29 CFR 1910. Those two code parts are what the two courses teach.

Choose on the work, never on the job title. A safety officer employed by a construction company but stationed permanently in a fabrication yard needs General Industry. A facilities manager overseeing a fit out project needs Construction. Titles mislead, activities do not.

Structural Comparison of the Two Programmes

Both courses run thirty hours. They allocate those hours very differently, and the allocation is the most useful comparison fact available. Almost nobody publishes it.

Read the last row carefully, because it changes how you evaluate providers. Construction is heavily prescribed, so two Construction courses from different providers cover substantially the same ground. General Industry carries eight discretionary hours, so two General Industry courses can differ meaningfully. And so for General Industry you should ask for the topic breakdown before you book, and for Construction you generally do not need to.

What Each Course Actually Covers

Mandatory content in the Construction programme

The fourteen mandatory hours break down as follows.

• Introduction to OSHA, one hour.
• Managing safety and health, two hours.
• The OSHA Focus Four hazards, six hours in total, covering falls at a minimum of ninety minutes, electrocution, struck by, and caught in or between at a minimum of thirty minutes each.
• Personal protective equipment, two hours.
• Health hazards in construction, two hours.
• Stairways and ladders, one hour.

The twelve elective hours draw from concrete and masonry, confined spaces, cranes, ergonomics, excavations, fire protection, materials handling, powered industrial vehicles, scaffolds, steel erection, hand and power tools, and welding and cutting.

The Focus Four block is the defining feature. Falls, electrocution, struck by and caught in or between account for the overwhelming majority of construction fatalities, and six of the thirty hours go there. Nothing equivalent exists in the General Industry syllabus.

Mandatory content in the General Industry programme

The twelve mandatory hours break down as follows.

• Introduction to OSHA, one hour.
• Managing safety and health, two hours.
• Walking and working surfaces including fall protection, one hour.
• Exit routes, emergency action plans, fire prevention and fire protection, two hours.
• Electrical, two hours.
• Personal protective equipment, one hour.
• Materials handling, two hours.
• Hazard communication, one hour.

The ten elective hours draw from hazardous materials, permit required confined spaces, lockout and tagout, machine guarding, welding, cutting and brazing, introduction to industrial hygiene, bloodborne pathogens, ergonomics, fall protection, safety and health programmes, and powered industrial vehicles.

Note what only General Industry contains: hazard communication as a mandatory topic, and lockout and tagout, machine guarding and bloodborne pathogens as electives. Those four subjects are the daily reality of manufacturing, warehousing, facilities and healthcare work. A Construction card evidences none of them.

Does the OSHA Card Expire?

No. The Department of Labor states that student course completion cards in Construction, General Industry, Maritime and Disaster Site do not have an expiration date.

What does have a date is your employer’s or your client’s acceptance policy. Many employers, several United States states, and a good number of Gulf main contractors contractually require a card issued within the last three to five years. So the accurate formulation is that the card does not expire, but the acceptance policy does. If someone tells you your card has lapsed, ask whose rule you are being held to. You may need a refresh for commercial reasons, and you are not renewing something that legally expired.

Two more administrative rules are worth knowing before you buy. Trainers must issue cards within ninety days of course completion, and most providers issue a temporary printable certificate immediately with the physical card following by post in two to six weeks. And OSHA caps instructional contact at 7.5 hours per day, so a thirty hour course cannot legitimately run in under four days. A provider advertising a two day OSHA 30 is not delivering a compliant programme.

What Counts as a Genuine OSHA Card

This distinction costs Gulf buyers real money and almost nobody explains it.

A genuine Department of Labor Outreach card is issued by a trainer authorised through an OSHA Training Institute Education Center, carries a card number, and must reach the student within ninety days. Trainers are authorised for one industry at a time, through course 500 for Construction or course 501 for General Industry, and may only teach the industry they are authorised in.

Programmes marketed as OSHA aligned, OSHA based, or issued by a private association are not Department of Labor Outreach. They are frequently legitimate, well delivered and widely accepted across the Gulf, and several are priced similarly. They are simply a different product. IASP accredited programmes fall into this category and are a reasonable purchase when bought knowingly. The test is simple: if no card number is promised, it is not Department of Labor Outreach.

How OSHA 30 Is Actually Used in the UAE and GCC

OSHA is United States federal regulation under the Occupational Safety and Health Act of 1970. It carries no legal force in the UAE, Saudi Arabia, Qatar or anywhere else in the region. UAE workplaces are governed by Federal Decree-Law No. 33 of 2021 with its implementing resolutions, together with the Abu Dhabi framework, Trakhees requirements, Dubai Municipality rules and free zone authority conditions.

Gulf employers still value OSHA 30, through four mechanisms that are worth understanding before you buy.

It works as a screening proxy, because a card is a cheap and verifiable signal of thirty structured training hours. It arrives through contract inheritance, because multinational contractors carry corporate HSE standards written against United States federal regulation into their Gulf projects. It adds substance to client approval dossiers submitted to major operators. And it is an accessible entry credential, cheaper and faster than a full certificate qualification.

What it does not do is equally important. It does not satisfy the labour law duty to appoint a qualified occupational safety officer. It does not map to any practitioner level under the Abu Dhabi Qudorat registration programme, which recognises certificate and diploma qualifications, chartered membership and international auditor grades rather than outreach cards. It does not register you with Trakhees or Dubai Municipality. And across forty GCC safety vacancies reviewed in August 2026, it did not appear once as a stated requirement.

Treat it as what it is: a strong first purchase and a weak final one. Most professionals pair it with a NEBOSH qualification within the following year.

Matching the Course to Your Sector

Use this mapping when the answer is not obvious from the work itself.

• Building construction, civil works, infrastructure, demolition, fit out and MEP installation on active sites: Construction.
• Manufacturing, fabrication yards, food production and processing plants: General Industry.
• Warehousing, logistics, ports and distribution centres: General Industry.
• Facilities management and building maintenance in occupied buildings: General Industry, with Construction added if your team runs projects.
• Oil and gas operations and refineries: General Industry for operations, Construction for turnaround and new build scopes.
• Healthcare and laboratories: General Industry.
• Hospitality and retail: General Industry.

If your work genuinely spans both, take the one matching where you spend most of your time and add the other later. Holding both is common among senior professionals and reads well on an approval submission.

Six Mistakes That Waste Thirty Hours

• Buying General Industry for a construction role, which omits the Focus Four block, excavations, scaffolds and stairways and ladders entirely.
• Buying Construction for a manufacturing, warehouse or facilities role, which omits lockout and tagout, machine guarding, hazard communication and bloodborne pathogens.
• Paying to renew a card that never expired, rather than checking whose acceptance policy actually requires recency.
• Assuming OSHA is legally required in the UAE. It is not required anywhere for outreach purposes, including in the United States.
• Accepting a thirty hour programme delivered in two days, which cannot comply with the 7.5 hour daily cap.
• Expecting OSHA 30 to substitute for a certificate qualification on a GCC job application. Our posting evidence shows it does not.

What OSHA 30 Costs in the UAE

Pricing splits sharply by delivery mode. Self paced online programmes list from roughly AED 399 to 899. UAE classroom and live virtual delivery runs roughly AED 800 to 2,500 for Construction and AED 700 to 2,200 for General Industry, and extended five day construction safety programmes reach AED 4,200.

The gap is not margin, it is content and support. Self paced delivery gives you content access and an assessment. Classroom delivery gives you an instructor, cohort discussion, a venue, and in most cases the card administration handled for you. For a first credential where the point is genuine learning rather than a line on a CV, the instructor led route earns the difference.

Watch two things in any quote. Confirm whether five percent VAT is included, because private professional training in the UAE is frequently standard rated. And confirm whether the card is included or invoiced separately, since a card that never arrives makes the whole thirty hours worthless for evidence purposes.

Questions Buyers Ask About OSHA 30

Can I take both Construction and General Industry?

Yes, and senior professionals frequently hold both. There is no restriction and no sequencing rule. Take the one matching your current work first, then add the second when your scope broadens. Two cards read well on a client approval submission because they evidence sixty hours of structured training across both regulatory frameworks.

Is OSHA 10 enough instead of OSHA 30?

For general operatives, often yes. OSHA 10 is aimed at entry level workers and OSHA 30 at supervisors or workers carrying some safety responsibility. If you make decisions affecting other people’s safety, take the thirty hour programme. If you follow instructions rather than write them, ten hours may satisfy the requirement at a fraction of the cost.

Is an online OSHA 30 card accepted in the UAE?

Generally yes, provided it is genuine Department of Labor Outreach delivered by an authorised trainer. OSHA permits online delivery but does not itself host or run any online class, so every online programme comes from an independent provider. Some UAE client prequalification documents specify instructor led delivery, so check the tender wording before choosing self paced study.

How long does the physical card take to arrive?

Most providers issue a temporary printable certificate immediately, with the physical card following by post in two to six weeks. The regulatory deadline is ninety days from course completion. If your mobilisation date is fixed, tell the provider before you book so the timeline can be planned backwards from it.

Does OSHA 30 count toward Abu Dhabi practitioner registration?

No. The Qudorat registration programme recognises qualifications by Emirates Qualification Framework level, chartered membership, and current international auditor grades. Outreach cards are training records rather than qualifications, so they sit outside that framework. Plan a certificate level qualification if registration is your goal.

The decision is genuinely simple once you stop looking at job titles. Construction work sits under 29 CFR 1926 and needs OSHA 30 Hours Construction. Everything else sits under 29 CFR 1910 and needs OSHA 30 Hours General Industry. Where your work spans both, sequence them rather than guessing.
